The average price of a gallon of self-serve regular  gasoline in the Inland Empire fell Tuesday for the 27th time in 28 days, decreasing a half-cent to $3.822, its lowest amount since Jan 31.

   The average price in Riverside and San Bernardino counties is 4.2 cents  less than one week ago, 22.3 cents lower than one month ago and 29.1 cents below what it was one year ago, according to figures from the AAA and Oil Price  Information Service.

   The average price decreased 24 consecutive days, rose eight-tenths of a cent on Saturday and fell a half-cent on Sunday and two-tenths of a cent on  Monday. The average price has fallen 21.1 cents over the past 28 days.
